The memorial is located in the building of the former municipal crematorium, which was built between 1923 and 1924. The building is located in the area of the municipal cemetery in Pod Koňským vrchem Street No. 1433. The building has been declared an immovable cultural monument since 1987.
The North Bohemian Air Archive Most, an association of researchers and those interested in the study of the history of World War II in the region, has been striving to run the exhibition for years. In 2013, an agreement was reached between the city administration and the association to re-create the exhibition and to continue the idea of the International Memorial to the Victims of World War II, which, in addition to the exhibition, will also house a tracking centre and a data bank.
The inauguration of the re-created exhibition took place on 12 May 2014, 70 years after the first major raid by Allied bombers on the chemical plant in Záluží.
